Who can apply: under the Club Licensing Regulations, only a registered member of Canada Soccer, a provincial/territorial sport organization, or a member through affiliation may apply. A soccer club is the legal entity fully responsible for soccer teams in local, regional, provincial/territorial, national and/or international competitions. Its not-for-profit or private status, and its legal form, are not relevant. Individuals cannot apply. Canada Soccer's FAQ confirms private academies are eligible, and that the program is not only for "clubs" in the traditional sense: any Canada Soccer member (directly or through a Member Association) that registers players and coaches and delivers soccer programming qualifies.
Process: the club first submits a written and signed letter of intent. Canada Soccer then issues a written invitation to apply, and the club submits a written application declaring that it will fulfil the obligations of the licensing system.
Application information (National Youth Club Licence standards, 25 June 2025): organization name, location, district/region, province/territory and membership status; the president's contact details; the administrative lead's name, position, contact details and job description; the technical lead's name, position, contact details, qualifications and job description; the streams (grassroots, community, competitive, development, performance), stages/ages and genders of participation; and a Club Infrastructure Form covering facilities, website and other official online locations.
